Freddy Lopez Sr is a longtime Fort Bend County resident, business owner President and Pastor. I was raised in Rosenberg, Texas, working at a young age. I was determined and driven for success. Relocated to Fresno, Texas where I started Quality Paint Body Wrecker Service Inc. 40 years our collision center has served the Fort Bend County and surrounding areas. Working side by side with local law enforcement agencies with a work ethic to serve and provide the best service to the citizens.
I am currently senior pastor at New Quality Life Ministries in Fresno, Texas. I have a heart for the people, to share and invest a Quality Life in the Lord. I married my high school sweetheart Sandy Lopez a long time Fort Bend County resident, she is Vice President of Quality Paint Body Wrecker Serv. Inc. and Co-servant with me at New Quality Life Ministries.
We have three adult married children. Freddy Lopez Jr., Priscilla Lopez Miranda, Brent Lopez, Two Daughter in laws Amanda and Victoria Lopez and one son in law Manuel Miranda. Seven graceful grandchildren who all reside in Fort Bend County. It is my pleasure to serve the County and pray to make a difference for the betterment of our county and each citizen.

I served with the Fresno Volunteer Fire Department for 8 years where I obtained my EMT certification and served several years as the departments EMS Caption. I retired after 32 years from Occidental Chemical in Deer Park where I served as a member of Oxys Emergency Response Team as well as Channel Industries Mutual Aid CIMA. I have been married for 28 years to Paul Hamilton. We have three grown children and four grandchildren. I have served as an Emergency Service District Commissioner since it was formed in November, 2015.
Ruston Hughes

After graduating from Texas A&M University with a Bachelor of Science in Aerospace Engineering in 1990, Ruston began his career at Lockheed Martin providing engineering support to NASA for both the Space Station and Space Shuttle Programs in the field of aerothermodynamics. After 6 years in the space program, he transitioned into the world of consulting by taking a position with Accenture then Anderson Consulting. Initially focused on large financial system implementations for the energy industry, Ruston transitioned into e-commerce when web-based marketplaces began to proliferate in the early 2000s. Desiring to reduce the amount of travel required for consulting and spend more time with his young children, Ruston made another career change in 2005, leading the newly formed IT Project Management Office for Baylor College of Medicine. The transition from the energy industry to healthcare was a challenge, but with the experience from previous career changes and the support of peers, Ruston was able to quickly acclimate. During his 10 years at Baylor College of Medicine, Ruston led large clinical systems implementations, served as the Executive Director for IT Clinical Operations and served as a member of the operational planning committee for the Baylor St. Luke's Medical Center. Transitioning back to consulting in 2015, Ruston is currently a Senior Manager with Accenture Health, responsible for growing and developing the Houston consulting market by providing innovative solutions that help clients deliver more effective, efficient and affordable healthcare. During his 12 years in healthcare IT, Ruston has developed a broad understanding of the complexities involved in successfully integrating people, process and technology to deliver a better experience for both patients and providers. Outside of work, Ruston has been active in community and faith-based organizations. He has been an active member of Cornerstone Baptist Church for over 20 years, serving multiple terms on the Board of Trustees. Ruston also served as Scoutmaster of Boy Scout Troop 1282 for 4 years and a member of the Fresno Volunteer Fire Department for 5 years in the late 90s, early 2000s. On a personal note, Ruston has been married to his wife Ellen for 28 years, and together they have raised their two children in the Fresno/Arcola area where they have lived for 26 years.

Ferrel “FC” Bonner’s career spans well over 40 years of military service, civil service, political, and grassroots advocacy experience. His professional career also includes: Office of the Secretary and Under Secretary, Headquarters Department of Veterans Affairs Washington, DC; Department of Veterans Affairs, Veteran Service Representative Houston, Texas; U.S. Department of Justice, DEA Houston Contractor (USDOJ); Texas Division of Emergency Management; Certified Cyber Security Practitioner; Facility Information Security Officer (FISO); and Information Assurance Officer (IASO).
Ferrel is a Military Retiree with 20 years of honorable service with a specialty as a Military Intelligence Analyst in support of the National Security Agency’s (NSA) mission. He is a Gulf War Veteran whose career began in the U.S. Army where he specialized in the following areas: Military Intelligence; U.S. Special Operations AIRBORNE; PATRIOT Missile Defense; Security Management; Emergency Operations Center; Tactical Communications; Personnel Management; and executing quality control programs for the Department of Defense and other Federal agencies.

Ferrel resides in Fort Bend County for 21 years. He is a Husband, Father, U.S. Army Retiree, Combat Veteran, Grandfather of two, avid fisherman, proven committed Community Leader, and small business owner.
Education
Ferrel received a Bachelor’s Political Science (Local Government), Fayetteville State University and a Masters of Public Administration (MPA Public Policy), Texas Southern University.
After military retirement and returning to Fort Bend County and Harris County area, he continues his commitment to community service.
Brandon Gibson

Brandon Gibson is a public safety leader, emergency response professional, and community advocate with more than 16 years of experience in the fire service. He currently serves with the Houston Fire Department, one of the largest municipal fire departments in the United States, operating more than 90 fire stations and responding to over 400,000 emergency incidents annually across the nation’s fourth largest city.
Throughout his career, Brandon has developed extensive expertise in emergency operations, incident coordination, and public safety leadership. Since 2015, he has served as Communications Captain, a critical leadership role responsible for coordinating communications and operational alignment during complex emergency incidents. In this position, he supports command staff and frontline personnel by ensuring accurate information flow, effective resource deployment, and coordinated response efforts during high pressure situations where rapid decision making is essential.
During his career, Brandon also served 14 years with Sheldon Community Fire & Rescue in East Harris County, gaining valuable experience in fire suppression, emergency medical response, disaster operations, and community protection. Serving in both departments provided him with broad operational experience and a deep understanding of the demands placed on fire service professionals working in large metropolitan and rapidly growing communities.
Brandon is an active member of the Houston Black Fire Fighters Association, where he supports mentorship, leadership development, and stronger engagement between fire service professionals and the communities they serve.
In addition to his professional service, Brandon is the founder of You Good, Bro?, a nonprofit initiative focused on supporting the mental wellness of men in marginalized communities, with a particular emphasis on first responders and individuals working in high stress service roles. The organization promotes mental health awareness, connects individuals with resources, and provides outreach following critical incidents and disasters.
Brandon’s leadership philosophy is grounded in service, accountability, and collaboration, and he remains committed to strengthening public safety institutions and the communities they serve.

Brandon is married to Erika Gibson, a lifelong Fort Bend County resident and President of the Fort Bend County East Lions Club. Together they remain active in civic and community initiatives that support families, strengthen neighborhoods, and promote a culture of service.
